As the community considers the bond initiatives, it is essential to recognize the potential impact they could have on our future. This bond election presents an opportunity to invest in critical Streets and Drainage, Water and Sewer, Police, Fire, and SPAR projects that can enhance our quality of life and contribute to long-term growth.

Please thoroughly analyze the details of the bond proposals. This includes understanding the intended use of the funds, the projected costs and benefits, and the potential implications for taxpayers.

The projects recommended for the proposals are the work of a Citizens Capital Improvements Committee of 20 citizens from throughout Shreveport, specifically including members from each City Council district. The Committee held public meetings to solicit input from various stakeholders, including community members, experts, and elected officials, to ensure that the bond projects align with the needs and priorities of the community at large. Public engagement and open dialogue foster trust and confidence in the decision-making process, ultimately leading to better outcomes for everyone involved.

Transparency and accountability in the planning and execution of bond-funded projects are paramount to ensure that public resources are utilized effectively and efficiently. To ensure transparency and accountability, the city will engage one or more program managers to supervise the design, bid, and execution of the projects to make sure they proceed apace. In addition, the city will provide a quarterly report on a project-by-project basis and create a frequently updated “dashboard” on the city’s website so that citizens can track the progress of each project.

The proposed bond represents an opportunity for progress and investment in our community. Please evaluate it with consideration, diligence, and a commitment to vote in the best interest of all stakeholders. I believe in partnership with the Committee and the Shreveport City Council, the city has crafted an outstanding bond package for the citizens of Shreveport. This process began with the citizens, and on April 27th, it will conclude with the citizens’ decision.
